North China Energy Regulatory Bureau strengthens institutional mechanism construction to promote high-quality development of distributed photovoltaics

Since the beginning of this year, the North China Energy Regulatory Bureau has thoroughly implemented the "Management Measures for the Development and Construction of Distributed Photovoltaic Power Generation" (hereinafter referred to as the "Management Measures") issued by the National Energy Administration, focusing on safeguarding the rights and interests of the masses and ensuring fair access to the power grid, strengthening institutional and mechanism construction, continuously improving the quality and efficiency of energy supervision, and jointly promoting the high-quality development of distributed photovoltaics.

One is to establish a "May Fourth Three Year Plan" working mechanism to strengthen the handling of complaints and reports. Strengthen the constraints of the "five time limits" and strictly control the acceptance time limit, power supply enterprise re examination time limit, complaint investigation time limit, telephone response time limit, and written response time limit; Grasp the four key links and strictly supervise and handle the material application, on-site investigation, queuing acceptance, and grid connection of power supply enterprises in accordance with regulations; Collaborate with three parties, local governments, power supply companies, and regulatory agencies to timely assess emerging and trending issues in various regions, and handle complaints and reports in a coordinated manner.

The second is to issue documents to strengthen fair access to distributed photovoltaic power grids. Give full play to the main role of power grid companies in distributed photovoltaic grid connection services, issue the "Notice on Strengthening Fair Grid Access and Promoting the Development of Distributed Photovoltaic" based on sufficient research, propose specific measures to cooperate with the regulation of photovoltaic market competition behavior from the aspects of strengthening information disclosure, regulating grid connection acceptance investigation and acceptance, and timely handling of complaints and reports, encourage deepening the "Fengqiao Experience" in the new era, promote the "two pilot projects", and reduce complaints and reports from photovoltaic developers and residents at all levels.

Thirdly, actively cooperate with local authorities to introduce implementation rules to promote effective implementation. Implement the requirements of the Management Measures, strengthen research and discussion with power grid companies, and based on regulatory responsibilities and recent complaints and reports, work together with local energy authorities to study and formulate implementation rules, reduce ambiguous links in grid connection, and further promote the implementation and effectiveness of the Management Measures.

The North China Energy Regulatory Bureau will continue to focus on the standardized development of distributed photovoltaics, which is a concern of the people and the energy industry. It will strengthen multi-party collaboration, continuously improve the quality and efficiency of energy regulation, enhance the level of frontline regulatory work, and continuously promote the high-quality development of distributed photovoltaics.
